Multiple evidence-based interventions exist to reduce transmission and ensure prudent antimicrobial use. However, their adoption and scale-up increasingly depend on demonstrating that these interventions are cost-effective, affordable, and represent good value for investment. At present, the capacity to design, interpret, and apply economic evaluations of AMR interventions remains limited globally, particularly in LMICs, constraining decision-makers’ ability to prioritise and scale AMR mitigation investments.
This Request for Proposals (RFP) aims to address this gap by building capacity in the economic evaluation of AMR interventions across One Health sectors. ICARS is collaborating on this initiative with the Africa CDC Division of Health Economics and Financing, which is leading efforts to develop health economics curricula and strengthen professional skills across Africa. By equipping practitioners with the knowledge and tools to conduct economic evaluations, this RFP will support the generation and use of economic evidence to inform policy and practice, ultimately contributing to more effective, sustainable, and equitable AMR mitigation across Africa.
Purpose and scope of the RFP
The purpose of this RFP is to identify a team or consortium of organisations that can develop the curriculum, modules and training materials, including case studies, and that can organise, host and deliver trainings on the economics of One Health. The RFP should encompass both the costing of One Health interventions and the economic assessment of such interventions. The training should target integrated One Health interventions and should also cover economic assessments within the individual domains of human, animal and environmental health, as well as fully integrated approaches. The proposal should outline trainings that focus on economic assessments across the One Health spectrum and that use specific, targeted examples of AMR-mitigation interventions to support practical application. The overall objective of this training resource should be to equip professionals from the human, animal, and environmental sectors with the knowledge, skills and tools to design, assess and interpret studies for the economic evaluation of interventions addressing antimicrobial resistance (AMR), enabling evidence-based decision-making within and across One Health domains. Objectives- Develop a curriculum for economics of one health through consultative meetings with the key stakeholders
- Develop a practical, modular, and context-sensitive curriculum, courses and training materials focused on economic evaluation methodologies for AMR interventions across and within one health sectors (Human, animal and environment)
- Deliver the course to a diverse audience of Mid- to senior-level practitioners in the human health, agri-food, and environmental sectors, particularly in LMICs.
- Provide tools and guidance that enable participants to apply acquired knowledge to real-world AMR scenarios

Can the same organisation apply for both advertised RFP opportunities?
Yes, you can apply for both if you believe you are able to deliver on both. The review panels for the two RFPs are different.
